Start with the MSI afterburner and check CPU and GPU usage. My assessment is that your CPU—being a 4-core, 4-thread machine running demanding games—is likely struggling to keep up, which isn’t unusual for this type of hardware. It’s possible the bottleneck is more on the CPU side rather than the GPU. Also, is your frame rate capped by your monitor’s refresh rate? Do you actually achieve the desired FPS?

In addition to the previous response, having just one stick of 8GB RAM might be a constraint, though likely not a major one. A software solution to consider is GPU scheduling. On Windows 10, you can access it through the Display settings, usually found in the Advanced options.

Thanks for your update. After checking the burner, everything seems normal—temperatures are stable and there’s no throttling. No unusual signs detected. Your FPS is capped via Riva Tuner, yet gameplay remains choppy. Given your old CPU, it might be struggling with modern demands. You mentioned RAM is 2×4GB, which isn’t ideal for current performance needs. Also, you tried different settings but didn’t notice any improvement. Consider testing with more RAM or upgrading if possible.

Consider checking for a BIOS upgrade. While using MSI Afterburner, do you notice any sudden increases in CPU usage? Does the processor ever reach full capacity during gameplay?

I agree with jaslion. I purchased an OEM Dell PC for a budget video game, but it was a 4-core, 4-thread CPU (I3-9100). When I tried playing CSGO, it performed poorly—it just needs more RAM. That’s not the main issue; with a 4-core/4-thread processor, games will lag and overheat. I think you should adjust your BIOS settings to limit core usage to two or three cores. Probably not worth it if you don’t want that kind of performance. Hope this helps!

Usually these frames come from the CPU, but RAM could also be the cause. If your RAM isn’t delivering enough data to the CPU, there might be a problem. Based on the screenshot, it seems the CPU is likely the limiting factor. I’m not suggesting you need an 8-core processor, but even an 8-thread one would make a big difference.

When I turned on VSync on RDR2, my frame rate dropped to around 30 FPS. I’m thinking it might be related to CPU or RAM performance, even though I had upgraded those earlier. The GPU cost is also a concern at the moment.

Vsync generally aligns with your monitor’s refresh rate. When you turn on Vsync in RDR2 and it limits the frames per second to 30, it suggests your display might be set to 30Hz. This could be the root of your problems. Click right-click on the desktop background, navigate to display settings, then advanced display options. Verify the refresh rate isn’t stuck at 30Hz instead of its maximum. Also, inspect the Nvidia control panel for any sync restrictions in the game. If both show 30Hz or higher, it might be a game setting restricting FPS when Vsync is active. A lower refresh rate or default setting on your monitor can definitely lead to these issues.

Thanks for sharing your setup. Your monitor is set to 60Hz, but you're experiencing noticeable frame drops when using VSync. This could be due to mismatched refresh rates or display calibration issues. Let me know if you'd like help troubleshooting further!
