I own a Ryzen 3800X and an Asus Strix-E X570 motherboard. Occasionally during startup my CPU hangs around 1.5-1.6GHz, but after restarting it jumps to normal stock speeds and then climbs up to 4.4-4.5GHz. I'm using the latest Asus BIOS version 1407 and the CPU isn't overclocked. My RAM is configured with DOCP at 3600MHz. I don’t understand why this happens and haven’t found any information online about it. If you need more details, feel free to ask.

It seems you're dealing with either a Windows issue or a BIOS configuration. I'd check the BIOS settings every time the system restarts to confirm it's running at the right frequency. If the BIOS displays the correct values, skip saving and exit the boot process to verify. When Windows appears stuck, restart it and revisit the BIOS to make sure the settings remain accurate. Once stable, switch Windows to performance mode to see if the clock issues improve.

Occurs infrequently; each time it happens I restart and BIOS loads correctly. The system runs smoothly even when using the high-performance mode in Windows.

It seems like you're trying to recall why you're thinking about this or what you need. Maybe the idea of a quick performance boost came to mind. The QuickCpu app offers control over boost, clocks, and even core management—great for optimizing systems. Just don’t let it get too weird with the software!

Is your device operating at peak performance between 1.5-16 GHz? It makes sense that it would slow down if it isn't being utilized intensely.

It remains steady at that frequency regardless of changes. I noticed this when I was running Heaven and achieving about one-third of my usual frames per second. The clock speed stays constant for some reason. Restarting restores the FPS to normal with the speed adjustment. I initially thought a BIOS update fixed it, but it didn't. I even tried re-seating the CPU without success. It doesn’t appear to be a hardware problem since it only occurs occasionally, though I’m puzzled as to why this happens on my Zen2-based system but not on my 1700x model.

I'm using two NVMe SSDs for my drives. I'm not sure if that's normal. Maybe check their website for more info.
