Issues with the new installation.
I disconnected all connections. Tested PSU using a jumper; it worked fine. Replaced the CPU while inspecting motherboard pins, everything appeared normal after a thorough check. Reinstalled the tower cooler with new paste, being careful not to over-tighten. Disconnected the power switch to bypass the front connector. Now the CPU fan is spinning and the debug light is off for the CPU. Unfortunately, the VGA debug light is still on. I plan to re-seat the graphics card next.
