When I launch a file or program, the properties page appears but remains empty, with no visible buttons or tabs in the top section of the window.

Welcome to the forums, newcomer!
If the problem you mentioned occurred after an OS update, consider running a system restore and check if it resolves the issue. Make sure to back up any and/or all mission-critical data, rebuild the Windows 10 installer, then reinstall the OS offline, and finally install all required drivers for your setup.
