I discovered new information: the seller mentioned the last CPU tested with the motherboard was a Ryzen 3 model. Additionally, I observed that the red light changes when I power on the PC and hold the power button—staying on to signal a DRAM problem. The GPU fans also cease spinning while the power button is pressed. When I release it, the red light switches back between CPU and DRAM signals, and the GPU fans resume their rotation.
