Most of the issue has been addressed, so it seems you're referring to pop-in, which occurs on any system. Just look up information on LoD and pop-in for clarity.

Yes, it's pop-in. What's interesting is that I increased the detail settings to their maximum, yet nothing changed. The only benefit was lower frame rates. After adjusting the anti-aliasing to 8x in my GPU drivers, the textures became smoother and loaded faster. It hurt performance, but the pop-in occurred less often now.

All titles include it to some extent. It varies by developer on whether they aim for a robust LoD. Assassin's Creed Unity faced specific challenges, such as NPCs appearing suddenly and buildings displaying low resolution at close range.

The game performs well with a large loading area. During my play on Windows 7, there were detailed structures and items along long roads and highways spanning roughly 800 to 1000 feet at the lowest settings. The issue only became apparent after I switched to Windows 10. This suggests the problem lies with the operating system.
