It appears the CPUs aren't officially recognized, causing Windows to block installation even though they should function. This issue seems unrelated to Intel's trusted execution support, which actually involves a different concept. You might attempt using a Windows Server copy, though I'm uncertain about its success. I've used Windows 7, 8.1, 10 and Server 2016 but the winload.exe file is still missing, it should likely be resolved easily
