It appears the CPUs aren't officially recognized, causing Windows to block installation even though they should function. This issue seems unrelated to Intel's trusted execution support, which actually involves a different concept. You might attempt using a Windows Server copy, though I'm uncertain about its success. Earlier versions like Windows 2012 likely work, but newer releases may not. Windows 8.1 could be an option—have you tried it or are you assuming it won't?

I've used Windows 7, 8.1, 10 and Server 2016 but the winload.exe file is still missing, it should likely be resolved easily

It's unusual you're running Windows 10 on your server for testing. Have you considered using a Linux distribution instead?

its no really weard its just a problem with winload.exe, and I just don't know how to fix it, and Linux is not really usefull for me
