I've been away since the last IKEv2 Site-to-Site setup, so my skills are a bit faded. I'd simplify it to just IKEv1, enable debugging, then reset the tunnel to check for issues like negotiation failures or key mismatches. Conf logs, monitor debugging exit, and test with specific commands such as term no or debug crypto ipsec.

I discovered a new approach. OpenVPN peer-to-peer is being used. Everything is functioning properly.
