I recently switched from an i7-7700k to a Ryzen 9 3900x. After replacing the motherboards and CPUs, I attempted to boot up but it wouldn’t work. All lights would illuminate, no error alerts appeared, and the GPU fans would spin at full speed continuously. When I removed the GPU and reinstalled it, the system would start again, but turning it off caused it to refuse to load. My graphics card is an EVGA 2080. What could explain this unusual startup behavior? Additionally, I observed that every CPU core was rapidly switching between base and boost frequencies even when the system was idle.
