I recently received an HP PC with an i3 10100 processor. I intend to add a GTX1050 Ti and installed a 16GB 2666MHz SK Hynix stick alongside the pre-installed 8GB 2666MHz one. Recently, I purchased a new 16GB stick from CEX (Vengeance LX 2666MHz). After replacing the old stick, my RAM only reaches 2133MHz. I understand this might be related to the CAS timings, but in the HP BIOS it doesn’t allow me to change them. My main question is whether dual-channel 2133MHz RAM performs better than single-channel 2666MHz RAM.

Dual channel at 2133MHz offers advantages over single channel at 2666MHz. Your problem may stem from an incompatible setup. The timing differences between the two are notable. If you can overclock, adjusting the faster channel to align with the slower one might work—though this depends on your motherboard's capabilities.
