Hello,
I recently upgraded my GPU and reinstalled Windows. Since I didn’t fully reinstall after the upgrade, my performance has actually declined compared to before. Games that previously ran smoothly at 190-210fps now often drop to 120-130fps or more, with noticeable stutters. Even titles like Elden Ring performed better before the change. Warzone 2 is now unplayable due to frequent stutters.

My system specs are:
Asus Prime B450M-A
2x8GB T-FORCE Vulcan Z Red 3200MHz
R5 2600X stock cooler (planned upgrade to 5600MHz)
Gigabyte RX 5700 XT
Be quiet! 600W
1TB Samsung 860Evo SATA
1TB HDD

I’ve experimented with GPU settings—lowering frequencies by 100MHz worked for some users—and tried running the PC in performance mode on BIOS, which boosts CPU overclock to 4GHz. I also explored RAM frequency tuning, followed numerous performance guides, updated drivers, and adjusted power settings.

Hey there,
Your UBM shows the CPU isn't working well. It can reach 4.2, which means your score is not great.
You should be using the Ryzen balanced profile to let the CPU boost properly.
Also, check if you're running BIOS version 3802 – that might be causing the problem.

Your UBM shows the CPU isn't working well. It can reach 4.2, which means your score is not great.
You should be using the Ryzen balanced profile to let the CPU boost properly.

I didn't consider bios, I'm using a 2006 version, and could you clarify what you mean by power plan?

So do a search on windows for power + sleep, and then additional power options. You should see some powerplans there. Typically, there might be 'Balanced' or 'High Performance' plans. You want to ensure there's one there for Ryzen balanced. You choose this one. If it's not there, then you need to download the most recent chipset drivers from ASUS website here:

Yes, your bios, is way out of date, and is possbibly causing all kinds of bugs. Just be sure to follow the instructions on how to do so from your mobo manual.

Following the download of the latest chipset drivers and adjusting power plans to Ryzen balanced, my CPU definitely picked up some percentage. Tomorrow I plan to update my BIOS, and I hope it goes smoothly.

After the power plan adjustment, BIOS update, and CMOS reset in Valorant, the overall feel improves somewhat, though Warzone 2 and Elden Ring still resemble their previous performance (55-65fps with occasional stutters).
After the BIOS update, features such as a resizable bar menu are now available, but it's unclear if they add significant value.

Yes, rebar is beneficial. It adds a pleasant boost in certain games. In others, the effect is minimal. Defo is worth enabling though.

I've activated it and tested most of my games, it improved my FPS but now the stutters are the biggest issue. I don’t know of any other solutions that could help or eliminate them completely. Do you have any suggestions?

Have you just switched power plans using the available options? I recommend trying this method:
Open powershell, then input the following commands to set default profiles for each item.
Ultimate Performance: powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61
High Performance: powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c
Balanced: powercfg -duplicatescheme 381b4222-f694-41f0-9685-ff5bb260df2e
