After setting up my system, I’ve encountered issues where my CPU clock speeds are excessively high and my usage stays at 100%. During gameplay, my CPU utilization remains consistently between 90-100%, leading to noticeable stuttering. It seems my system is consuming more CPU power than the GPU, which is unusual given all components are new and compatible. My rig specifications are: i5-9600K, 3200 MHz, 4 GB DDR4 RAM, 2070 Super SSD. If anyone can assist or provide advice, please reach out via Discord @ ISAIAS#5013. I recently replaced the CPU and it now functions normally.

Access the control panel>Power Options>Edit Power Plan Settings>Advanced Plan Settings>Processor Power Management and verify that in the maximum processor state it reads 100%

You can examine your CPU activity using your integrated graphics card if your motherboard has an output display.
