My issue is straightforward, but I'm still struggling to resolve it. I can modify the CPU ratio with the plus and minus keys, yet the system resets the settings immediately when I activate OC Genie. Regardless of the adjustments I make, it always ends up at 39 at the highest setting. I'm using an I7-5930k processor, if that's useful. I originally planned to run it at 4.5 MHz, but unfortunately it won't allow that. I'd prefer to settle for 4.2 instead. Any advice would be greatly appreciated.

I don't rely on those automatic OC methods; they rarely produce good results and often cause issues. Have you considered doing it manually?

Do you have the most recent BIOS version? Also, I prefer doing the overclocking myself rather than using automatic methods, as they often set voltages too high and don't work well.

Do you have the newest BIOS? Also, I prefer doing the OC manually since automatic methods often set voltages too high and aren't very effective. I flashed the latest BIOS from the MSI site when I encountered the issue, but it didn't resolve it. I kept most settings on auto or their default values. My goal was to increase the CPU ratio above 39, but it doesn't seem to allow that.

Could be necessary to increase the vCore voltage

I'm not confident in my explanation, so I'll try again. The settings adjust before restarting the PC for overclocking. I set the cpu ratio to 45, activated the OC Genie button in BIOS, and after reopening the settings it was updated to 39.

Yep... the OC genie isn't functioning properly for me, even though it worked when I did it manually. Lesson learned.
