Run your game and wait for frame drops. In the Summary tab, you’ll see a basic overview of activity. If you notice frequent stutters, switch tabs and check for spikes on the graph. Hovering over a spike will reveal which processes are active. You can then click that process in the list, right-click it, and go to Properties for a performance chart.

What network are you connected to—Ethernet or Wi-Fi? How is your link performing? This issue appears in offline single-player games as well. Recently, my unstable internet causes big packet loss, which makes my games stutter severely. Restarting the modem resolves the problem for me. I know it sounds silly, but it’s accurate. Have you tried removing USB devices one by one? A faulty USB or port can lead to such problems. Also, failing drives are possible, as mentioned before. Which drive are you using? If it’s a Seagate, try Seatools and run a quick DST and SMART check.
