I’m checking my monitor settings at 2560x1440 with 144hz, but I’m only seeing 73-75 FPS in the game. I know that’s usually a good rate, but with an overclocked 8700K and 2080 Ti, shouldn’t I be getting higher than mid-70s? If that’s accurate, then players using 1660 Tis and older models would probably get around 30 FPS, which doesn’t seem very appealing. Is there something wrong?

70 FPS is accurate for AC Odyssey according to Google reviews. Lower the settings if you desire additional frames. Additionally, if you haven’t refreshed your drivers recently, it’s likely there were improvements in a driver released in early 2019.

This is a pretty common question here. Assassin's Creed Odyssey struggles to reach high framerates even on high end systems. It's a limitation of the game, not the hardware.
75FPS seems to be what is expected for 1440p with an 8700k & RT2080Ti.

Try playing some other games and some benchmarks like 3DMark timespy and make sure your system is performing as expected in other games.

My drivers are all up to date, particularly the GPU driver. I'm currently using version 441.87.

Absolutely, I’m sure my other titles have solid FPS performance and are running smoothly. I didn’t realize it was the game causing the issue. I noticed that the Xbox S (or whatever it is) is achieving 4K30fps, so I thought an 8700K and 2080 Ti should easily surpass it. A 2080 Ti alone is much more capable than anything in an Xbox, even the latest models. However, it’s definitely the game that’s the problem. I’m hoping they address it soon, as my computer should be able to hit 144 FPS without trouble, just like it does with other demanding games.

A few games simply aren’t capable of that, like Tombraider and Metro, which should maintain around 60 FPS.
After setting up my rig, I play EFT at 3440x1440 and rarely drop below 100 fps.

But is that with a 2080 Ti? Because the 2080 Ti should be the top choice. Also, your resolution is 3440x1440 while mine is 2560x1440, so for your display 100 FPS would feel like about 120 FPS on my less demanding screen. Swapping your 2080 Super for my 2080 Ti could add another 10-15 FPS. It just doesn’t make sense for a game to be developed that can't run smoothly even with the strongest hardware available at launch.

The games can operate smoothly on the most costly hardware, and they're fully functional even on less powerful systems by adjusting a few settings. In AC: Odyssey, I achieved around 60-70fps on Ultra during the opening scene, lowered it to "High" and "Very High," and noticed almost no visual difference, while gaining about 15fps.

The ACO Ultraspec Clouds Tax, by itself in this game, is quite excessive.
Setting values for Ultraspec in games can seem foolish to me... particularly with these clouds.
Lower it a bit to VeryHigh or High, try again and share the in-game results (from playing).
You don’t have to stick to the video’s suggestion if you want to keep the visuals.
However, some minor tweaks for almost no noticeable change might be best suited here... considering this game and what players expect from Ubisoft.
