I constructed my initial PC in November of last year. I purchased a prebuilt unit from a German eBay seller, which came with a German Windows setup. It seemed straightforward at first, but issues arose when MSI Afterburner settings were in German. Some applications worked without problems, yet I’m unsure if a reinstall would help since the German install might be corrupted. Could there be a way to remove or replace the German language from my Windows installation? This also occurs when accessing the Windows troubleshooting options and occasionally during sign-in, where the "Welcome" message appears in German.

It doesn't function that way. A fresh installation should resolve the issue. Also, verify that your language and country settings are correctly configured in Windows. Be sure to select "Copy Settings" if available—this indicates a reinstallation process.

I attempted all the suggestions you gave me, including verifying the language settings in Windows before posting, but nothing worked. I’m not planning to reinstall Windows just yet, but can I still try using the settings method without replacing everything?

If the issue is only with the MSI afterburner, remove the version that came with your PC and install a fresh copy from the official site. https://www.msi.com/Landing/afterburner/graphics-cards During installation, you can select the preferred language. Be aware that certain platforms may not recognize your system locale, but browsers do—this was observed with Firefox; Chrome should behave similarly. Attempt to delete and reinstall your browser.
