It seems the CPU is fine; likely the 2GB VRAM in the 770 is handling it, or the game is the issue.

Ensure all textures are set to maximum with a card offering at least 2GB. Standard textures exist only on older 1GB cards such as the 7770. A test by GamersNexus confirmed no performance loss when boosting textures to 2GB or more, and the highest textures outperform regular ones in image quality.
