I’ve observed that Java doesn’t support having both 32 and 64 bit versions installed at the same time. When I attempt to update with both, only one version changes while the other remains, requiring me to handle it manually. This behavior hasn’t occurred before until update 381 was released.

Since you don't require both 32bit and 64bit Java versions on the same system, only the one matching your machine's architecture—whether x86 or x64—is needed. They once permitted dual installation for backward compatibility but have since stopped doing so as x86 becomes less common.

But it wasn't an issue until recently; it functioned perfectly a month prior. And when did it stop being available?

It really would require asking Java that question, but you shouldn't expect a response. The same applies to other things that gradually fade away without a clear reason—perhaps they were chosen because of redundancy.
