Issues with heat texture requirements

I received the game yesterday, and when I played it at ultra settings, it seemed to be running on low or medium levels. The road and environment textures appeared blurry, and rendering took a long time before becoming clear. What causes this issue?

Also, the game is installed on a HDD that spins at 7200rpm.
Specs: Ryzen 5 2600x, RX 590 8gb, 16gb RAM, 1tb 7200rpm hard drive, 256gb SSD.

So i played need for speed heat and need for speed payback and at ultra preset it looks like its at medium. For some reason i can see the lamp post and sky is at low res. Can someone help me fix this.

That's the actual game, no worries.
I don't know why, but I believe NFS Payback is a better option than NFS Heat.
The NFS Heat graphics are poor and not well optimized for PC.

It's the game itself.
The textures are poor.
The entire presentation of this game is lacking.
