I’ve got a GTX 970 and recently faced problems with GTA V. When I added a second screen, performance dropped from 60 fps to 30 or below during gameplay. I usually play on a 1080p display while the other monitor stays idle at 1024p.
Use the second display through integrated graphics instead of the 970. Adjust settings to activate integrated graphics and the 970 at the same time by enabling 'iGPU multimonitor' in BIOS.
Access RAMGate to view GPU-Z details and track your GPU clock speeds. Use the tool alongside two monitors for better oversight. When performance drops, capture a screenshot and share the FPS images.
The 970 seems to be struggling similarly to others, but I don’t think it’s quite correct. My setup includes a 290X (functionally the same as a 970) and two 1080p monitors. FPS drops only when using the second monitor, which wasn’t an issue otherwise. I’m not sure what your issue might be.
I’ll share my thoughts as well, since I haven’t faced these problems on my sister’s system (i5 3570K, GTX 970, two 1080p monitors).
They shouldn't be having trouble with the second screen; others with simpler graphics cards should manage it. I own a 4690K and 16GB Corsair Vengeance at 1600MHz.

It seems unrelated at first, but I experienced significant stuttering on GTAV because of limited RAM. Adding another 4GB resolved the issue. The startup process felt abrupt, as the game seemed to calculate loading zones suddenly. Since you're driving, I wanted to share this since I've never seen a game react so poorly under low memory conditions—FPS stayed high, but benchmarks offered no clear guidance.
