I've already adjusted the population density and variety settings. My system specs are an i5 6400 + 8GB RAM + GTX 1060 6GB G1 Gaming by Gigabyte.

Uninstall and try it out. It might actually help. Even though I mentioned it doesn’t match the stutter GFE creates, the problems this program causes still surprise me. For instance, I experience stuttering in GTA V and in Need for Speed, falling through the map every few minutes. Removing the software resolves both issues for me. Another player only managed 24fps, and again, it’s tied to this program. Give it a shot—there’s no risk in testing. If nothing changes, just reinstall the software. Also, how do you handle the advanced settings?

Maybe I should try it out. I believe adjusting my settings would help, but for now I'll stick with 60 fps and Vsync enabled. It seems my eyes get too tired when the frame rate drops to 45-50 fps.

Adjust advanced options mainly for extended distance scaling. Reduce everything. Shadows should be soft, avoid NVIDIA PPCS. Apply post-processing at high or very high if ultra is enabled. Grass should be set high when using higher settings.
