You're looking to enjoy Minecraft with your RTX 4070, but it seems like your graphics settings aren't optimized enough. I can help you troubleshoot and adjust the settings for better performance. Let me know if you'd like guidance on that! Thanks!

That's referred to as a CPU bottleneck. Which processor model are you using? It appears your chip has roughly eight threads, meaning four cores if they're hyper-threaded.

The system might be constrained by CPU capacity. As described earlier, which CPU model are we talking about?

That’s a significant CPU limitation. What version are you using? If it supports 1080p, could you attempt to upgrade to 1440p?

It might be due to the lack of RTX support and a high render distance. Keeping RTX enabled while maintaining the same render distance can improve performance and visual quality. Vanilla Minecraft tends to be CPU-intensive because of chunk/simulation rendering, which could explain the issue. Have you noticed similar problems with other games?

Checked my performance and noticed high GPU usage during those games. To turn on ray tracing in Minecraft, ensure it’s enabled via settings, then verify your graphics drivers are up to date.

It would be helpful to view thread usage instead of core usage, unless HT is disabled.

Check the MSI settings for /thread option and adjust it accordingly.
