I recently received a Nvidia 3050 from a friend, opened it but left unused, and swapped it with my 760 OC. The display works fine, and the computer functions properly for browsing and even the Razer Axon program. However, when trying to launch Elder Scrolls Online, it freezes immediately on a black screen. I also performed a fresh Windows installation. Since only identical hardware was replaced, I’m very new to this setup. Specs: FX 4300 quad-core, 3.8GHz, 16GB RAM, Corsair 800W power supply.

If the GPU was stored in a box for several months, drivers might become outdated. It's quite simple—driver updates often resolve more problems than you realize! Give it a look! Would you like to try running other games, such as CSGO or DOTA, especially lighter and older titles?
I've reinstalled drivered twice now, and lighter games are running better this time. I've cleared all game-related files and am attempting another setup. Could there be a problem since the GPU is significantly newer than the CPU? The previous mention of my CPU's age might not have been clear.
It's not the CPU stopping you from launching the game. I think it's pretty close to the recommended requirements. For your sake, try taking out the GPU and reinstalling it (while the machine is off). See if that resolves anything. If not, driver updates might be the problem—possibly something other than the GPU. After your Windows fresh install, check your motherboard drivers on the OEM site to make sure the right ones are installed. Older hardware with newer OS versions can sometimes cause generic driver issues. Look up your board model and see if updates are available.
Download the DDU tool, find its instructions, and apply it to remove all remnants of the 760 drivers—including just those specific ones—from your registry. Then carry out a fresh install of the newest driver for that card, and remember to save the updated version on your desktop.
