Power Supply, a few items to consider on your checklist—chipset drivers? The newest ones? Does capping frame rate/vsync solve the problem instantly?

You're using the ultimate performance power plan with a Corsair RM1000x PSU, updated drivers, and capped FPS at the refresh rate didn't resolve the problem. Trying VSync on/off hasn't helped either. The issue remains unchanged.
