I really struggle to accept you're consistently hitting 80fps in FC4 on "Ultra." Sure, I haven't played FC4 yet—maybe it's more efficient than I'm imagining… but in Far Cry 3 and Blood Dragon, I don't see that same level of performance. Also, with an FX 6300 and a 270x setting, I'd likely get 35-45 fps outside and about 60 indoors. To keep it above 60, I'd have to lower it to Medium unless you're mostly watching the sky during gameplay.

Ubisoft titles often lag even when the average frame rate is acceptable. Notable cases include Watch Dogs, Assassin's Creed Unity, and Far Cry 4. Don't stress—most other AAA games from different developers perform better.

I investigated the V-Sync problems and noticed that switching it off, turning it on, using CCC vsync without in-game V-Sync, or enabling it during gameplay didn’t resolve the issue. Some users reported their FPS was excessively high, which might explain why they felt it was too much. Upgrading from the Phenom to a 4790k helped reduce the problem, but I wouldn’t claim it was the sole cause. It could stem from deeper game code issues or a poor console port.

He mentioned he wasn't participating in ultra mode. He was using medium-high difficulty settings.

Windows 7 or 8? Fullscreen mode or windowed fullscreen? Does the issue disappear during a recording with Fraps /w Locked 60fps recording (not vsync)?

Considering this, using Windowed Fullscreen/Borderless mode often leads to stuttering.

I've had the same problem man, here is what fixed mine: I had CPU-Z and while watching my clock rate, I would jump around constantly, and my fix for that was going into to my power settings through my control panel, and setting it to high performance as it was on balanced. It fixed it for me. some other thing you could do is run a memory diagnostic, and check disk.
