I experienced the same problem before. Now I don’t have a previous graph to display. My current idle temperatures are near 40 degrees, while the ambient stays around 30-35. Used to be 50-60 for idle. Under voltage is one choice, but I switched to adjusting the CPU clock speed via Windows power settings. When ready for work, I set balanced power to high performance. The biggest issue occurs during balanced power and gaming load—red line shows CPU max near 48-50, green for GPU. Otherwise, compare gaming load before and after.
Power failed and I switched my PC to battery mode to protect the UPS. All fans stopped spinning, and my idle temperature fell from 55-60°C to 36°C. I have a Noctua D15S cooler and am on the verge of running out of power, with PBO enabled.
3900x is quite a powerful CPU. The performance really depends on the cooling setup, but even with excellent water cooling you can reach 80°C under full load. I run my 3900x on a waterloop with the EDC bug basic configuration, then scale it up to 10x and push the frequency to 500MHz. My clock generator is set to 101.5, which pushes the multi-core clocks up to around 4.7GHz. Keep in mind it gets very hot.
