Hi All,
I've had this issue persist for about a year and a half now... and am starting to think that CSGO just hates me and doing this on purpose lol (because I have literally switched every component along with a year and a half of software troubleshooting and the stuttering continues). I have not noticed any stuttering in other games such as Warzone, Valorant and Apex.
Specs:
GPU: Nividia RTX 3070 TI FE
CPU: Intel Core I5 11400 (had it RMA'd still same stutter)
RAM: Corsair Vengeance Pro RGB 16gb 3200 XMP enabled (originally had silicon PowerX zenith 16gb 3200)
MOBO: ASUS TUF Gaming B560M
PSU: EVGA GT 850W (upgraded twice)
SSD1: Samsung 980 500gb
SSD2 : Kingston 240GB
Monitor: Gigabyte M27Q 1440p 170hz Freesync (g-sync compatible)
Stuff I have tried:
DDU - installed and reinstalled graphics driver many times.
GeForce Experience - Updated graphics drivers regularly
Nvidia control panel - Messed with settings using many recommended tips from well known guides.
G-sync - Turned on and off gsync as stuttering continues (i cant tell if its worse or better but the stuttering was for sure there).
V-sync - With both v-sync and G-sync enabled and capping my FPS to 165 the game felt a bit smoother, but stuttering was still there and I really felt the input lag. I have also played CS GO on previous machines at 200-300FPS on a 60hz monitor and did not have stutters.
Component replacements - Listed which components were replaced in the specs section
Worth mentioning: CS GO used to crash my whole computer (or crash to desktop) when I had my old RAM installed (Silicon Power X) the stutters were also there. When I switched to corsair, it stopped crashing but the stutters continue.
A year and a half later... and I feel defeated, so if anybody can please help me out?

What is the current BIOS version of your motherboard? Have you attempted to reinstall the game? Which storage device is it using? How recent is the power supply unit?

This appears to be primarily a matter of game mechanics, not hardware concerns. It’s unlikely that CS:GO will trigger a system failure. Still, consider trying some of the recommendations I’ve outlined below. How’s your internet connection looking?

Before proceeding, give the advice from 'Lutfij' a chance.
Install the CS:GO Beta Depot Update.
This patch is targeted at users with Nvidia graphics cards. Valve previously observed that many players using Nvidia GPUs were encountering performance drops in CS:GO. This indicates that although their systems could handle the demands, compatibility issues arose with the software.

There’s an update available within the CS:GO Beta Depot released in March.
According to Steam Support,
“To join the Beta depots:
Open the Steam client and go to your LIBRARY.
Right-click on CS:GO and choose ‘Properties’.
Click on the BETAS tab.
Pick the beta you wish to join via the drop-down menu.
You’ll be asked to restart your client. After that, start CS:GO to play with the new changes.”

You can always return to the BETAS tab if this doesn’t solve your issue.
Review Your Launch Settings.
These are pre-set configurations that automatically apply when launching a game. Many of them contribute to stuttering in CS:GO.

To adjust your launch settings, open Steam, go to your library, right-click the CS:GO title, and select “Properties.” Click “Set Launch Options.”
A new window will appear where you can input commands that tell the game which protocols to use at startup. Here are some suggestions for optimizing performance:
- tickrate 128 +fps_max 0 -novid -nojoy
- for higher FPS: +fps_max 0 -nojoy -high -fullscreen +mat_disable_fancy_blending 1 +cl_forcepreload 1 -limitvsconst -forcenovsync +r_dynamic 0

Paste your preferred commands into the window and apply them. Start with the one that improves speed; it may resolve the stuttering issue. The higher FPS setting turns off several GPU-heavy features, which can help if low frame rates are the main problem. Use this only when necessary, as it may limit game features.

Hi Lutfij,
I've reinstalled the game on all drives—two SSDs and one hard drive. The BIOS was updated recently, version 1601. The PSU is a few months old.

The beta version wasn't effective, and the stuttering persists. The startup commands also didn't resolve the issue.

Well, that's disappointing if none of the suggestions worked for you. Typically, the LAUNCH parameter settings assist with stuttering in most situations, though not always. This seems to be a CS:GO-specific issue, unrelated to your system or PC. If other games don't experience stuttering then it's likely an optimization problem within the game itself.

this post is really useful for me since I face a very similar problem. I recently upgraded my PC to a 3070 from PNY; previously I had a 3050 OC from Gigabyte. My build has 16 GB RAM in one slot, an i5 11400 processor, and two monitors (one 34", one 27"). My power supply is an MSI 650W.
I’ve been experiencing the same issues while playing BF1. I haven’t tried it in any other game, as I only have four days with this new GPU, but the problems persist.
I’ve checked everything—drivers, stress tests, extra fans for overheating, etc. After investigation, I think there might be a bottleneck between the GPU and CPU. Then the CPU overheats, triggering a default reboot to lower temperatures.
If you monitor your GPU and CPU during gameplay with various background tasks, you’ll notice the CPU usage hits 100% while the GPU stays at 30-40%. I’ve tried using MSI after a burn and checked Task Manager.
This leads me to consider the GPU connection point or possibly using water cooling for the CPU. I’ve also thought about purchasing a better CPU compatible with the RTX 3070, but I haven’t tried it yet because I just bought a 34" 4K and an RTX 3070. I’d need to wait for a few paychecks before getting a more suitable CPU with water cooling.
If you have any solutions or ideas, I’d really appreciate your help since I’m facing the exact same issue.
Also, I found a Reddit thread with the same problem, and people suggested upgrading the PSU, but you mentioned that didn’t work.

Hi! I've switched my PC power settings from balanced to performance mode, enabled XRP mode in the BIOS for full RAM usage, and performed an HDD check using CMD. Now I can play BF1 and all my AAA games for hours without random shutdowns or the Kernel error 10 type 64. I believe I've fixed the issue.
