Your system shows conflicting processor information. The task manager lists two logical processors, while the device manager displays four. The BIOS indicates four enabled cores, but only two are active. In msConfig you can only configure it for two. This suggests some cores may be inactive or reserved. Motherboard model B85M D3H Rev2 with FD BIOS is compatible.

Change MSCONFIG to AUTO reboot, then verify again. This is important if it was set to NOTAUTO and you altered it—swapping can cause issues. Confirm AUTO mode, restart, and check Auto settings to ensure allcores are included.

Sometimes task manager behaves unpredictably. Try installing CPU-Z and verify its display.
