Occasionally turning V-Sync on causes the camera to behave unnaturally, but it disappears when V-Sync is disabled. Even with Ubersampling enabled, turning it off removes the screen distortion.

This likely happens when you're under 60 or 120 frames per second, and the numbers drop quickly to 30 or 60. V-sync performs poorly in that range—turn it off if possible.

That doesn't make sense, I always stay at 100 with it off.
