What are u twelve? Dont be a dick. I do read it. I just ask because there's a chance that u dont know what u are doing with the graphical settings. Just because u can run the CREW that doesnt mean u can run other games without a problem because they use different game engine and they could poorly or godly optimized. Strange cause i finished this game loong time ago with GTX+ 9800 and runs pretty stable at 50fps average.
The situation is clear even though you have physics on low. Since you're using an AMD card, it runs through the CPU, which limits performance but doesn't fully utilize it. You're unsure how to confirm this. I tried the game on an A8 6600 with a 260x and faced the same problem. I reached out to Steam support, who confirmed what they used to say before.
