I've faced similar problems too. The game feels poorly built compared to Battlefield 4. With a GTX 1080, I'm only managing 100-110 FPS on some ultra maps at 1920x1080, which is really frustrating. Are you sure your friend is getting that much performance? I personally don’t reach 190 FPS even on lower settings at 1080p.

Unlikely 190 for a 4790k at 4.8 with 980i on 1080p medium only yields 150 at most, which is a lot of GPU power compared to just one 1080 even after scaling.

I’m referring to specific moments rather than a consistent speed. It’s hard to grasp why such a big gap exists between two nearly similar systems.

For me, Windows Defender often prioritizes scanning during optimal times, maximizing bandwidth usage. Battlefield 1 shows more sensitivity to drive activity than previous titles, particularly at the start of matches. This could be due to how level loading is handled. If you're aiming for maximum frames, adjusting a user.cfg file—such as lowering shadow map resolution in "WorldRender.SpotLightShadowmapResolution" to 256—can significantly improve performance, especially on hardware a generation behind.
