would it be reasonable to purchase a low-cost 3100x just to test? i haven't cleaned the gpus yet, but i plan to clean the slot next.

If cleaning the slot and gpu connectors doesn't resolve the issue, trying a different cpu might be worth considering. If that doesn't help either, it could point to a problem with your motherboard. This raises the idea of upgrading to a new platform, though.

found a small brush and gently cleaned the pcie slot problems still present. i think the issue might be with the cpu that has been overclocked for years. honestly, i was planning a platform upgrade anyway, which is why i bought the new psu. would it make sense to upgrade to am5? would it be acceptable to sell the motherboard and cpu as working if they're in good condition, or should i mark them defective just to be safe?

limit your framerate to match your monitors' refresh rate; you might be running faster than intended.
if your monitor supports it, cap it to the refresh rate (e.g., 60).
check your monitor specifications.
adjust the settings to match what you're using.

Spiderman remastered with all settings at maximum. Tried adjusting it using Riva Tuner to 165 and 60, but same outcome.
In RDR2 I maxed everything except tree tesselation.
Adjusting game settings didn't improve the issue.
Seems like a hardware problem—no software fixes worked much.
Appreciate all the help.

The only thing to exclude is the GPU. The next likely cause would be the cable. I would opt for a higher-quality display port cable and verify that the display port is securely connected. This situation can occur too.

I haven't experimented with a different display port cable, but I used an HDMI cable instead. Just to confirm it wasn't the monitor. I connected it to my living room TV. The results were consistent, and the artifacts stayed the same.
