It seems the issue isn't related to the operating system. Consider removing the cache and cookies in Chrome.

A touch pad on a laptop would shift the cursor left as you move your finger right, and the opposite happens. Another laptop would stop scrolling when using the touch pad. Both issues stemmed from Windows 10 updating the drivers of the touchpad with an ELAN driver that wasn't suitable for the hardware.
