After updating the SkyrimPrefs.ini files and enabling read-only mode, the game still doesn’t reach fullscreen. The mouse remains misaligned, and it only appears in windowed mode. When launching from the message, it detects the hardware but reverts to ultra settings before stabilizing.

It seems unusual. You can fix the windowed mode problem by pressing Alt+Enter, which switches to fullscreen. You may also want to check the Steam Skyrim forums for advice.

Used Alt+Enter but no effect. Can't capture the screen since it displays the intended state. Will check the Steam forums. Appreciate your assistance.

Avoid using the launcher. Get SKSE and run it via that method. I don't recall a direct way to start without the launcher in vanilla.
