Issues encountered during installation of new build with GPU installed

Thermalright peerless assassin
G skill flare x5 6000mhz cl30 2x16gb
Two Samsung 980 pro 2tb m.2
Corsair rm850x
Powercolor red devil 7800xt
PC installed without GPU, used integrated graphics for Windows.
Inserting GPU caused boot failure. Lights indicated DRAM and CPU issues.
Removed GPU, reset CMOS, and it started working.
Tried reinserting GPU, but still encountered problems.
Reset CMOS again, then powered off and booted into BIOS to enable Expo memory profile.
Successfully accessed BIOS and activated Expo after powering off.
After training memory, RAM stability lasted 30 minutes at 6000mhz.
Testing with GPU again did not resolve the issue.
Is there something missing or is this a defective GPU?
