I followed the tutorial you shared to complete all tasks on your machine, then tested the server both on the same PC and within the local network. However, after trying a port forwarding guide, I encountered an issue: my PC is linked to the internet via a powerline adapter, which connects directly to the modem. The setup appears to be set up like this: modem → powerline source cube → router → your friend's computer (outside your network). Unfortunately, the friend's machine couldn't detect any server associated with your IP address. Let me know if you need further help!

Your public IP address (provided by your ISP) or private IP (assigned to your PC) determines how others access your network, like sharing a 192.168.x.x address would prevent others from seeing you.
