I own a 3700x 3070ti system I built for my girlfriend. It includes 3200 16g vengeance ram, a 700 watt thermaltake smart, a Gigabyte A520M AORUS ELITE, and a 1 Terabyte NVME drive. Everything appears to function properly until I attempt to run games. The system reports high frame rates but the games perform poorly. The screen distorts during fast movements, and some titles experience noticeable frame drops. Her monitor is 1080p 144 MSI. I’m puzzled as it was my previous machine with a fresh Windows installation.

What I’ve done so far:
- Updated all drivers and chipsets (believe it)
- Reinstalled the BIOS
- Performed numerous fresh Windows installations, even trying Windows 10.

Welcome to the forums, newcomer!
I've updated the BIOS.
What BIOS version is installed on your motherboard? Have you reset the CMOS after flashing the BIOS to the latest version?
700 watt thermaltake smart
Thermaltake offers several PSUs in their Smart range. Which one do you have, and how recent is it? I wouldn't have paired an RTX3070 Ti with that PSU during assembly.
I performed numerous fresh OS installations, even testing Windows 10.
Where did you obtain the installer for the operating system? Did you install the OS offline, then later apply all drivers with the latest versions tailored to your platform using an elevated command while offline?

Hey! Thanks for the quick response!
Bios: F17D 09/02/2024
CMOS didn't clear. Not the ideal power supply, purchased in 2020. Functioned well with this build for about four years.
I downloaded it from an online source and saved it on a flash drive. Installed Online instead of offline. Only have one drive now.

700 watts smart thermal poses fire risk. Use a better PSU such as a Seasonic Focus 750W. That unit isn't ideal for handling that power. Over time, the PSU loses efficiency—this model has been running for four years already. Also, under display and GPU, the GPU acceleration turns off in some games, causing issues with Nvidia.

Is that 2X 8GB configuration set to 3200, placed in slots 2 and 4 away from the processor? Check OCCT for a CPU stress test, a video card stress test, and the power supply test to see the temperatures.

what kind of fps are being reported?
have you checked that the monitor operates at its specified MHz?
what do you think "frame drops" mean?
just brief jumps between high and low frames, scenes appearing to jump due to lost milliseconds, etc.?

Found some time to continue troubleshooting. Cleared Cmos - no effect.
Bios: F17D 09/02/2024
Used the OS directly from the windows website, installed in online mode.
Have an 80 plus 700 watt smart not modular; I know it’s not ideal, but it functioned well with these parts for years. It’s strange it’s now causing issues. Thanks!!

not unusual at all.
lower quality parts don’t last long with heavy use, such as in gaming.
that’s why their warranty periods tend to be much shorter.

Don't skimp on the power supply, opt for a high-quality model with a decade-long warranty.
Seasonic is their own original equipment manufacturer, which is my top preference - Corsair is also decent.

Yeah, XMP is enabled. The slots are correct.
I performed a CPU test and the temperatures were stable around 83°C, which seems a bit high. I re-applied the therma paste since it’s been a few years, but that didn’t help. It settled to about 82°C.
I still need to run the test for power and GPU.
