I’ve recently changed my PC and am facing some strange performance problems. Earlier, my configuration was: CPU – Intel i9-9900KS, RAM – 32GB DDR4, GPU – NVIDIA RTX 3080. I could play most games at high settings and stream 720p YouTube videos without much trouble. Anything above 1080p was slow, with buffering and stuttering, where the video would cut out but audio stayed on. After upgrading to: CPU – AMD Ryzen 7 9800X3D, RAM – 32GB DDR5, Storage – NVMe PCIe 4.0 drives, GPU remains RTX 3080, Motherboard – Gigabyte X870E, AORUS PRO ICE, RAM upgraded to G.Skill Trident Z5 Neo RGB (32GB), DDR5 6000MHz CL30, optimized for AMD EXPO OS, BIOS version F3f. I’ve observed a noticeable drop in multitasking speed. Gaming runs smoothly except for occasional memory errors, but switching between browser tabs or Discord channels now takes several seconds. The gaming experience is still solid until the crashes occur. It seems the 9800X3D may struggle more with multitasking compared to the 9900KS, or there might be an issue in the BIOS settings or AMD drivers. I’ve attached my DxDiag results for reference. This isn’t my first time using an AMD system—over 20 years ago—and I don’t have much insight into these matters. Let me know if you need more details.

Yes, you just installed Windows without resetting it. How is your internet connection? Are the latest drivers available for your network and Wi-Fi?

Both concerns relate to the Internet. It might be worth checking his ISP and drivers.

Thanks for your message. Yes, I performed a complete fresh installation of Windows without using the same hard drive. The OS was downloaded from Microsoft and installed via USB. Internet speed should be around 1000 Mbps, and I had to locate compatible Bluetooth and internet drivers on the motherboard that matched my model but avoided the "Ice" version since it had less driver support. On Gigabyte's motherboard and AMD systems, all drivers were found and installed. There was a problem where Nvidia crashed during installation, so I had to reinstall that component. Otherwise, there don't seem to be obvious issues, though I'm concerned about potential memory or X3D-related problems similar to those reported in the 7000x3D series with Xbox GameBar.

The problem isn’t likely the CPU, as it runs smoothly in games. Check your connection type—wired or WiFi—and see the results from a speed test. Also, note which browser you’re using.

I handle 4k videos smoothly, but performance drops when I run a game while streaming at 720p or higher. Speed tests show significant slowdowns on Wired networks, Firefox, and speedtest.net.

This response is extremely slow, both over wired connections and poor wireless performance. The ideal latency should be under 20 milliseconds.
