I purchased an Intel Gigabit 82574L PCI Wi-Fi card from eBay, connected it to my motherboard, and installed the drivers from Intel. Despite that, I'm still unable to detect any WiFi networks. The Device Manager shows the card is working, but there seems to be an issue with the cable. Could you help me figure this out?

It’s frustrating to inform you this but if you genuinely purchased an Intel Gigabit 82574L, it’s not a wireless card—it’s an Ethernet device only. If the eBay description falsely advertised it as a WiFi card, they’re misleading you and you should return it for a genuine WiFi PCIe model.
