The start menu's layout is set by the system settings. You can adjust it by going to Settings > Personalization > Start Menu and changing the options.

I was about to mention I’m not comfortable with Windows 8 but it seems like a dark theme might be involved. It doesn’t resemble Windows 10 at all. Are you certain? Do you have any themes installed? Edit: upon closer inspection, it appears to be a mix. Those icons feel too recent for Windows 8.1, and the action center looks outdated, yet the start menu and task bar look definitely like 8.1. You've set up a system with a custom start menu. Remove the program and trust it will fix any changes made to your system files.
