Memtest completed successfully without any spikes. It appears the issue might be related to Windows itself, especially since it occurs even during boot-up with minimal RAM usage. Reinstalling Windows could be necessary.

I suspect the issue is with dwm.exe. It spikes CPU usage to 25% or more when windows are dragged, sometimes jumping to 10-15%. I searched online but didn’t find much help. Any ideas? The problem has worsened—Windows now appears to move at around 5 frames per second during dragging, and the system is unstable. Killing dwm.exe makes things run smoother, but I still see screen tearing and white borders when moving windows. This was edited on October 4, 2014 by FearMe.
