I’m receiving these alerts often now. It seems to have begun following the most recent Windows 10 release. I’m not certain yet, but I’d like to note that. Here’s a snapshot of the issue.

I've taken out all the extensions, but there weren't any unusual items present.

The problem lies with Chrome. It's making these system calls to Windows to trigger notifications. You can disable them by right-clicking "Google Chrome" in the picture and selecting "Turn off notifications for Google Chrome". Once that's done, Windows will stop showing Chrome alerts until you re-enable it (Start > Settings > System > Notifications & actions).
