I have an MSI Stealth 15m laptop and the Wi-Fi driver has been problematic. I've tried uninstalling and reinstalling the driver, disabling it and re-enabling it, but nothing resolves the issue. I noticed that unplugging USB devices, restarting the laptop, then reconnecting works to restore the Wi-Fi functionality. Anyone has any suggestions or solutions? I can't use my mouse or external keyboard because they're connected via USB, and the Intel WiFi driver isn't working either.

Have you attempted resetting the USB ports and then observed the restoration of your WIFI functionality? The instructions for doing so are available HERE.
How long has this issue persisted?
Does this problem occur with all USB devices or is it limited to your keyboard/mouse?

The issue began roughly two months ago without a clear cause. Only two USB devices are connected to my laptop, but I can't identify which one is responsible. The driver for my WiFi remains unresolved.

It seems the link was shared because USB devices might behave poorly when several are connected to the same hub in selective suspend mode. This issue is discussed in Microsoft Support resources. You can find more details on support.microsoft.com.
