The fans spin at 1950 RPM, but the limit is 2000 RPM, so you're already at the upper capacity.

I believe your CPU is nearing thermal throttling. Its current temperature is 68°C and it's operating at roughly 93% utilization.

It seems like the device is experiencing some thermal throttling. You're unsure if you assembled it yourself, but if you're okay with it, you might try applying a new thermal paste and re-seating the cooler to check if it improves performance. If that doesn't help much, consider upgrading to a more powerful cooler if your case permits.

I just installed my setup around two weeks back, so I probably don’t need fresh thermal paste. Perhaps a larger cooler would be enough.
