The Threadripper 1900x operates at a higher base speed of 3.80Ghz, but it's running slower than expected at 90% load because the actual frequency is only 3.50Ghz. This drop can be due to increased thermal load or other performance constraints under heavy usage.

Temp: 68°C Load: After Effects I’m not sure about power or current. I haven’t tweaked them before.

It might be due to thermal throttling. AMD states "Max temps: 68°C" on their site.

You can run tests under varying temperatures to observe performance changes. Monitor system behavior and look for signs of throttling when heat increases.

I would follow the advice from @Electronics Wizardy. Operate at a reduced load, monitor temperatures, and verify stability above 68°C or increased clock speeds. Can your cooler handle the 1900X effectively?

The 1900X appears on Noctua's "compatible" list, though it notes limited turbo and overclocking potential. I’d consider cranking fans to full speed for testing maximum airflow. Perhaps a bolder fan profile would help maintain cooler temperatures.
