It wouldn't have prevented the paste issue but personally I would get a contact frame. Ensure there is even pressure and contact as well as a level mating surface for the cooler.

The 9xxx series indeed tend to run warmer. Personally, I think your idle temperatures are in the right range. Of course, with the latest AMD models, the 5xxx series might be cooler—around 30-35°C. But that's mainly due to the current summer weather. Ambient temperature plays a role, so you can expect about 10-15°C higher than the air temperature. Right now it's 17°C here (that's quite an Irish summer for you!)

I obtained the contact and sealing information for AM5 from Thermal Grizzly (you can see it near the CPU in the last picture I shared).

You need to clarify all influencing aspects like fan curves/velocities, case fan configuration, curve settings, speeds, and surrounding temperatures before discussing temperatures.

I also read about underclocking to prevent those high temperatures, but in real-life situations, the multi-core stress will be irregular and if it occurs, the fans will just spin up. I think I could design a fan curve that only begins at 70°C, which would seem adequate. Still, overall I might be content with my setup—the 7mm offset remains better left unchanged, the thermal paste is sufficient, and the Noctua cooler performs well?

The CPU fan reached 1,405 RPM, while the case fans stayed at 950 RPM each. The other temperatures didn't rise much, which explains why the case fans didn't speed up. The idle CPU fan was at 575 RPM.

You might attempt adjusting each fan manually to 100 percent and observe the resulting temperatures.
I use FanControl to check similar scenarios:
Fan Control - a specialized software for Windows that manages fans based on temperature settings.

I don't like the thermal grizzly. I prefer the Arctic MX-4. I do a drop in the middle and spread it out with a finger. This technique has been my go-to for years.

For your convenience, it's typical to use twice the required amount on the CPU. This will result in significant pressure in the IHS areas and tight spaces.
