I'm sorry for the poor grammar. My best guess is the motherboard may have failed. The RGB RAM doesn't light up when all the fans spin up. I removed the RAM already and tested them separately in my new setup—they work fine there, but not at all on my old rig. I've been using those same 16GB of ToughRAM for two years, and I didn't mention this before. My new 16GB of ToughRAM didn't light up on the motherboard, which might mean the X4 dims are still on the board.

It might be a board issue, but I'd still try the old PSU first to verify it's the problem. If it still doesn't start, you're certain it's the board—likely due to incompatibility, similar to what I experienced with mine. Make sure all connections to the board are secure and functioning properly.

I’ve been using the PSU from my current PC for two years, and I’ve been using two of them. The one currently installed has been there for a long time, while I just got a new PSU this week.

I’m not looking to recommend anything overly costly or with features you probably won’t need.
