Check for CPU limitations. Turn off Ultra Low power mode, along with multiplane overlay and MPO.

I have disabled ULPS and MPO, but that did not change anything. Games are still stuttering. I am on 1440p ultra settings (also tried low settings), either with or without v-sync games keep stuttering. I do not think i have a CPU bottleneck

I've taken out the Xbox game bar and turned on the resizable bar in BIOS, but the stuttering persists.

Disable Freesync in your display preferences. Also, ensure you're using the maximum refresh rate.

I resolved the stutter problem—it wasn’t related to Freesync, monitor refresh rate, Xbox game bar, resizable bar, ULPS, MPO or CPU bottleneck. The issue was my mouse polling rate; I lowered it from 8000 to 1000 and everything functioned correctly.

It seems you're asking about the perception of a high-frequency mouse. Would you like to know how someone might interpret or react to that detail?
