I upgraded my PC with an i5 10400, 8GB RAM at 3200MHz and an RTX 3070 Ti. The main issue is the GPU usage during games stays low, only 30-40%, and I have a 360Hz monitor. I need to boost it to around 360fps instead of just 200, aiming for about 80-90% GPU utilization.

This might indicate an issue. It seems you're fortunate to be achieving 200 fps. https://www.cpuagent.com/build-compare/i...tx-3070-ti vs nvidia-geforce-rtx-3070-ti

It's possible the issue stems from GPU overclocking.

Increasing GPU overclocking adds extra demand on your CPU because it must supply more frames for rendering. Consider switching to a 10700(K) or 11700(k) model, which should provide sufficient CPU capacity to keep the GPU busy.

My CPU is limiting the GPU performance. It's not fully utilizing its speed, even though it's not at 100%. I plan to upgrade the CPU. Thanks!

Sorry about bringing this up again after so long. From the screenshot I noticed you had only 8GB of RAM, which is far too low for modern gaming setups. For today’s systems, 16GB is the baseline, and 32GB is becoming standard—especially with DDR5 technology. Even if you’ve upgraded or moved on, I thought it was worth sharing something I missed a few years ago. Also, it’s strange how time feels like it’s passing so quickly!
