The command needs to run from the folder where your Android SDK is installed for the fastboot devices to function properly.

Ensure you're in the correct folder where Fastboot and ADB tools reside. You may manually switch directories using the 'cd' command with the path, or open the directory in Windows Explorer, press Shift while right-clicking, and select 'Open Command Window'.
